Daam Sakane housing aid: amounts, conditions and steps

Morocco’s direct housing aid 2024–2028: 100,000 MAD up to 300,000 MAD, 70,000 MAD up to 700,000 MAD. Who qualifies, which homes, how to apply.

Updated: October 2026

The programme in brief

Since 1 January 2024 the State has paid direct aid to Moroccans buying their first home, new, from a developer. The programme runs 2024–2028 and is called Daam Sakane (دعم سكن). The aid is 100,000 MAD for a home costing up to 300,000 MAD including VAT, and 70,000 MAD for a price between 300,000 and 700,000 MAD including VAT. Above 700,000 MAD there is no aid.

According to the housing ministry, more than 170,000 applications had been filed and over 72,000 approved by late 2025; about a quarter of beneficiaries live abroad.

Who can benefit

  • People of Moroccan nationality, living in Morocco or abroad (MRE).
  • Who do not already own a home in Morocco. Since 2026, merely holding a share in jointly owned property (an inheritance, for example) no longer rules you out.
  • Who have never received State housing aid before. It is granted only once.

Which homes qualify

A new home, first sale, bought directly from a developer, with a housing permit (permis d’habiter) issued after 1 January 2023 and a price of at most 700,000 MAD including VAT. It must become the buyer’s main residence. Someone living abroad can let their spouse, parents or children live in it free of charge. Resale (second-hand) homes do not qualify.

How to apply

  • Register on the official platform daamsakane.ma (possible from abroad).
  • Sign the preliminary sale contract at the notary, who submits the file.
  • Once approved, the State pays the aid straight to the notary (cheque or transfer), who deducts it from the price at the final deed.

The aid can be combined with a bank loan: it reduces the amount you need to borrow.

Worked examples

  • New flat at 280,000 MAD including VAT: 100,000 MAD of aid, leaving 180,000 MAD to pay (savings or loan), plus buying costs.
  • New flat at 550,000 MAD including VAT: 70,000 MAD of aid, leaving 480,000 MAD to pay, plus buying costs.
  • New flat at 720,000 MAD including VAT: no aid, as the price is above the 700,000 MAD cap. Negotiating down to 700,000 MAD or less changes everything: make sure the VAT-inclusive price written in the preliminary contract is the one that counts.

Watch the threshold effect around 300,000 MAD: a home at 310,000 MAD gets 70,000 MAD, leaving 240,000 MAD to pay, whereas at 300,000 MAD only 200,000 MAD would be left. Always compare the price after aid, not just the advertised price. Buying costs (registration duty, land registry, notary) are still yours to pay: ask the notary for the exact amount before signing.

Your obligations after buying

The home must remain your main residence for 5 years (4 years for 250,000 MAD economic housing, under the rules in force since 2026). A mortgage in favour of the State secures this commitment. If you sell earlier, the aid must be repaid in full, on top of any tax due.
